RICA is a legal requirement that applies to every SIM card issued in South Africa — prepaid, contract, data-only, and each SIM on a multi-device deal. It is separate from your contract application, and confusing the two causes a lot of unnecessary worry.
RICA is not the credit check
This is the distinction worth getting straight. Two separate processes happen when you take a contract:

RICA is an administrative step, not an assessment. Nobody is declined by RICA on the basis of their credit record. If your documents are valid, the SIM is registered.
What RICA requires
- Proof of identity — South African ID book or smart card. Non-citizens generally need a valid passport, and permit requirements apply.
- Proof of address — a document showing your name and physical address, usually recent.

Every SIM, every time
A few situations catch people out:
- Two-device deals — each SIM must be registered separately. See 2 phones 1 contract.
- Tablets and routers — a data-only SIM is still a SIM and still requires RICA.
- Replacement SIMs — a SIM swap after loss or damage requires re-registration.
- Second lines — each is registered individually.
Registering someone else’s SIM
A SIM must be registered to the person who will use it, with that person’s own documents. Registering a SIM in your name for someone else’s use is not how the process is intended to work, and it makes you the registered user of that line.
On a two-device contract where the second phone goes to a family member, the contract remains in your name but the second SIM should be RICA’d to whoever actually uses it.
When RICA happens
For an online contract application, RICA is normally completed at delivery or collection, once identity can be verified. In store it happens at the point of sale. Either way it comes after the credit decision, not before.
