RICA registration links a SIM to an identified person at a known address. It is a legal requirement for every SIM issued in South Africa — prepaid, contract, and data-only alike — and it cannot be waived by a provider.
What you need
- Proof of identity — South African ID book or smart card. Non-citizens generally need a valid passport, with permit requirements applying.
- Proof of address — a document showing your name and physical address, usually recent.
The address requirement causes most of the difficulty. See proof of address for RICA.
How much can be done remotely
Providers have moved parts of the process online — uploading documents, completing forms, and in some cases verifying identity digitally. What is available varies by provider and changes, so follow the instructions your provider supplies rather than a general procedure.
For a contract SIM delivered to you, registration is commonly completed at the point of delivery, where the courier verifies identity against your documents. That is often the simplest route, since it requires nothing separate from you.
Register the SIM to the person using it
A SIM should be registered to whoever will actually use it, with that person’s own documents.
On a two-device contract where the second phone goes to a family member, the contract stays in your name but the second SIM is registered to them. See RICA requirements for a contract SIM.
Situations people miss
- Data SIMs for tablets and routers require registration like any other.
- Each SIM on a bundle is registered separately.
- SIM swaps after loss or damage generally require re-registration.
- eSIM is covered too — the absence of a physical card changes nothing.
RICA is not the credit check
Worth keeping separate: RICA is administrative. Nobody is declined by RICA on the basis of their credit record. If your documents are valid, the SIM is registered. The credit and affordability assessment on a contract is an entirely separate process.

Frequently asked questions
Can I RICA entirely online?
Parts of the process are available online with some providers, and requirements change. Follow your provider’s current instructions.
Does a prepaid SIM need RICA?
Yes. Every SIM issued in South Africa requires registration.
Can I be declined by RICA?
No. It is not an assessment. Invalid documents delay it; they do not fail you.
Do I need to RICA again after a SIM swap?
A replacement SIM generally requires re-registration.
What if my proof of address is in someone else’s name?
Providers accept alternatives such as an affidavit from the account holder. Confirm what yours requires.
